International Student Outreach and Recruitment

This presentation is divided into two parts:

  1. An overview of the high schools visited in Taiwan and the international recruitment plan presented there.
  2. A proposed implementation plan for the international recruitment strategy.

The International recruitment project is based on the following key considerations:

  1. The international recruitment plan draws on successful strategies currently used by universities in the United States, the United Kingdom, and Australia. It also reflects the interests and needs expressed by Taiwanese high school principals, as well as the current political environment.
  2. The International Dual Enrollment Program is already being implemented at Cerritos College, serving as a potential model.
  3. I am committed to supporting the international recruitment initiative being developed by Rio Hondo College.

Dual Diploma Program Opportunity and Implementation

Slide 1: Dual Diploma Program Overview

  • Earn a Taiwan High School Diploma
  • Earn a Rio Hondo College Associate Degree
  • Program combines online coursework with in-person summer study in the U.S.

Slide 2: Why Taiwanese and Chinese Students and Parents Appreciate This Program
Academic Culture

  • Academic success has been a core value in Chinese culture for over 5,000 years
  • 90% of parents enroll their children in academic enrichment programs
  • Parents often pay high fees for programs that don’t guarantee quality or result in a U.S. degree
  • Rio Hondo College’s Dual Diploma Program is highly attractive as it meets both academic and cultural expectations

Political Environment

  • U.S. student visa applications have become more challenging
  • Current international political climate is less welcoming to foreign students
  • The dual diploma model offers a safer and more accessible pathway

Slide 3: Study Abroad Student Ambassadors

  • Students participating in the Study Abroad Program at Chihlee University (New Taipei City, 2026–2030) can serve as student ambassadors
  • Rio Hondo students spend three weeks immersed in Taiwanese culture
  • These students can provide peer support to Dual Diploma Program participants

Slide 5: Follow-Up Implementation (Led by Mr. Chen, Principal of Zhonghe JHS)

  • Rio Hondo College prepares an English brochure featuring sample majors (Word file)
  • Shin Liu translates the brochure into Mandarin (Word file)
  • Taiwanese principals review and update the content (Word file)
  • Rio Hondo’s Marketing Department designs the final brochure (Word + PDF)
  • Taiwanese schools provide local school information to be included
  • Final brochures and printing fees are sent to Mr. Chen for distribution

Slide 6: Parent Night Implementation

  • Distribute brochures to participating high schools and middle schools one week before the event
  • Present the Dual Diploma Program to parents via Zoom during parent night

Slide 7: Consultant Fees and Student Involvement

  • Rio Hondo College may provide consultant fees or honorariums for principals supporting the program
  • The top-performing student from Cohort 1 can serve as an embedded tutor for Cohort 2
